The Minister of Digitalization and Public Administration, Lulëzon Jagxhiu, was among the speakers at the
main session of the AI & Tech Summit 2026, organized by AAB College.
The summit opened with remarks from Prime Minister Albin Kurti, while the keynote session also
featured former German Defense Minister Rudolf Scharping, who shared his perspective on Artificial
Intelligence and geopolitics. On this occasion, Mr. Scharping was awarded the title of Doctor Honoris
Causa by AAB College.
In his presentation titled “From Digital Governance to AI-Powered Public Services: Kosovo’s Journey,”
Minister Jagxhiu outlined Kosovo’s digital transformation journey and the new phase of this process,
which is increasingly being shaped by Artificial Intelligence. “In recent years, Kosovo has advanced key
digital governance initiatives, including eKosova, the digitization and simplification of services, life-
event-based services, interoperability, data infrastructure, the government cloud, and the
modernization of the government network.
The country is now entering the next phase, where Artificial Intelligence builds upon these foundations
to create public services that are more integrated, personalized, proactive, and efficient.
With eKosova 2.0, the aim is to deliver a new generation of public services where citizens do not need to
understand the administration’s structure or complexity to access a service. Technology should manage
this complexity behind the scenes.
In the AI era, reliable data, interoperability, digital identity, cloud infrastructure, cybersecurity, and
human capacity become even more critical as foundations for secure, trustworthy, and AI-empowered
governance.
Artificial Intelligence will also impact education, healthcare, the economy, energy, agriculture, security,
and virtually every other sector. Therefore, AI must be developed as a cross-cutting national
development agenda that permeates national policies and strategies.
Technology is evolving rapidly, yet the objective remains the same: to use technology so that the state
function better and citizens’ lives become easier.”
