Information Society Agency (ISA)

The Information Society Agency (ISA) was established under Law No. 04/L-145 ON INFORMATION SOCIETY GOVERNMENT BODIES as an executive agency and functions within the Ministry of Digitalization and Public Administration.

ISA is the central body of the state administration for the development and implementation of information and communication technology for the institutions of the Republic of Kosovo.

ISA exercises the duties and is responsible for:

  • Proposing and coordinating all policies related to information and communication technology in the institutions of the Republic of Kosovo;
  • Drafting and ensuring the implementation of the e-government strategy and action plan;
  • Leading and supervising the implementation of projects related to information technology in the institutions of the Republic of Kosovo;
  • Developing the information technology, promoting investments in the field of information society, developing the strategic information technology systems, coordinating, leadership and supervising e-government processes and mechanisms at the national level;
  • Analysing, evaluating, simplifying, digitizing, testing, administering and monitoring public administrative services for citizens, businesses, NGOs and the institutions themselves;
  • Managing, approving and monitoring all investments in the field of ICT at the level of institutions of the Republic of Kosovo;
  • Providing administrative services of IRKs to citizens, businesses and NGOs through the eKosova Platform;
  • Accumulating, administering, documenting, disseminating and preserving electronic data;
  • Providing security and protection of electronic communication infrastructure and data;
  • Managing, administering, monitoring and maintaining the State Computer Network;
  • Managing, administering, monitoring and maintaining the State Data Centre;
  • Maintaining the Interoperability Platform (GG), which enables the interaction of all information systems in the IRK, for secure communication between them;
  • Managing and administering the Internet and Intranet for institutions at central and local level;
  • Managing and administering the official electronic mail (official email);
  • Analysing, designing, managing, administering, hosting, monitoring and maintaining electronic systems (applications, websites, databases), which are used by central and local institutions;
  • Expanding internet services and content in the institutions of the Republic of Kosovo;
  • Assisting, as needed, relevant institutions in combating cybercrime;
  • Taking care of the management and preservation of intellectual property and rights related to databases and software, which are state property;
  • Ensuring the protection of personal data electronically, in accordance with the legislation in force;
  • Assisting in accessing public information electronically;
  • Identifying, in cooperation with IKAP, the needs for electronic training of the Information Society for employees of the institutions of the Republic of Kosovo.

Currently, the Information Society Agency consists of five (5) directorates as follows:

  • Directorate of e-Government Development
  • Directorate of Rationalization of Administrative Processes
  • Directorate of Systems Management and Integration
  • Directorate of Central Operations and Security
  • Directorate of Network and Telecommunications
