#OPENTECHTHURSDAYS AT 3CIS TO DISCUSS DIGITAL INFRASTRUCTURE AND AI DEVELOPMENT IN KOSOVO

As part of #OpenTechThursdays, the Minister of Digitalization and Public Administration, Lulëzon
Jagxhiu, visited 3CIS—a Kosovo-based company with over 200 employees that provides services across
Europe, the UK, and North America in areas such as cloud computing, network infrastructure, software
development, DevOps, and cybersecurity.

The visit included discussions on the Ministry’s initiatives regarding digital infrastructure, the
modernization of the government network, the transition to the cloud, and data infrastructure
development, as well as their role in laying the groundwork for implementing artificial intelligence
within the government and the economy.

Particular focus was placed on the 3CIS initiative to develop an AI Data Center and a sovereign cloud
platform in Kosovo—a project also supported by the EU’s Digital Europe Programme.

The project, slated for development at the Innovation and Training Park (ITP) in Prizren, aims to create
infrastructure powered by 100% green energy with low carbon emissions, offering advanced computing
capabilities for AI applications to meet both research and commercial needs.

Minister Jagxhiu also discussed professional workforce development, university collaboration, and new
opportunities for the technology sector in the era of artificial intelligence. “The ICT sector remains a key
contributor to Kosovo’s economic development, while cooperation with the private sector is vital for the
country’s digital transformation, the advancement of digital diplomacy, and the promotion of Kosovo as
a nation with talent and advanced technological capabilities.”

#OpenTechThursdays continues with visits and direct discussions involving the companies, universities,
experts, and organizations contributing to the development of Kosovo’s technology sector.
