Arben Damoni, Program Coordinator in the Digital Transformation Unit at the Ministry of Digitalization and Public Administration (MDPA), participated as a panellist at the Western Balkans Digital Summit 2026 in Montenegro, in the panel discussion entitled “Digital Local Government: Bringing Public Services Closer to Citizens”.
During the discussion, he emphasised the importance of shared digital platforms in enabling municipalities with limited financial and human resources to deliver public services, without each municipality having to develop separate systems.
Presenting Kosovo’s approach, Damoni highlighted the integration of municipal services through eKosova and the use of shared digital modules, which enable more efficient use of resources and facilitate service delivery to citizens.
He also presented Kosovo’s progress in expanding high-speed internet infrastructure through the KODE project, as well as the importance of developing digital competences to better prepare public administration for digital transformation.
The involvement of all municipalities in this process is essential to ensuring that the benefits of digitalisation are accessible to citizens, regardless of where they live.
MDPA’s participation in this summit contributes to the exchange of experiences and strengthens regional cooperation to modernise local government and bring public services closer to citizens.
