The Minister of Digitalization and Public Administration, Mr. Lulëzon Jagxhiu, met with the Governor of the Central Bank of the Republic of Kosovo (CBK), Mr. Ahmet Ismaili, to discuss inter-institutional cooperation and key developments regarding the digitalization and modernization of Kosovo’s financial system.
A central topic of discussion was the “TIPS Clone” system for instant payments, currently being implemented by the CBK—initially for person-to-person payments. This system marks a significant step in modernizing the country’s payment infrastructure, enabling bank account transfers within seconds, 24 hours a day, 7 days a week, 365 days a year.
For citizens, this means faster and more convenient payments and transfers, while for businesses, it creates opportunities for faster fund circulation, improved liquidity management, and the further development of e-commerce and financial innovation.
At the macroeconomic level, instant payments lay the groundwork for reducing cash usage, increasing formalization, and fostering the growth of the digital economy.
Of particular importance in this context is the integration of this infrastructure with digital public services. The integration of instant payments with eKosova and other government systems will enable payments and their confirmation to be processed in real-time, paving the way for an increasing number of public services to be completed entirely online, without delays or additional administrative steps.
TIPS Clone also aligns Kosovo’s financial infrastructure with European payment standards and infrastructure; together with the SEPA integration process, it represents a significant step toward Kosovo’s deeper economic and financial integration with the European Union.
Minister Jagxhiu commended Governor Ismaili for the work the Central Bank of Kosovo (CBK) is doing to modernize the country’s financial and payment infrastructure, as well as for the reforms being advanced in this area.
The meeting also addressed strengthening cooperation regarding the interoperability of CBK and Government systems, secure data exchange, electronic identification, and cybersecurity.
Minister Jagxhiu and Governor Ismaili agreed that teams from both institutions would intensify
cooperation in these areas, including the integration of payment infrastructure with the Government’s
digital platforms and services.
