The Minister of Digitalization and Public Administration, Lulëzon Jagxhiu, participated in the launch of the Digital Education Reform Roadmap—”From Digital Access to Digital Competencies”—presented jointly with the Ministry of Education and Science, in partnership with UNICEF Kosovo.
The roadmap presents a comprehensive analysis of the state of digital competencies in pre-university education and offers concrete recommendations for the next steps in the digital transformation of education.
One of the key findings is the need to strengthen digital competencies.
The digitalization of education requires simultaneous efforts across multiple fronts: infrastructure, systems and platforms, digital content, teacher and student competencies, cybersecurity, and the governance and coordination of the entire process.
Concrete steps have already been taken in this regard. 243 schools are connected to the internet via KREN (Kosovo Research and Education Network), while work is underway to expand connectivity to all schools, equip them with smart boards, develop modern education information management systems, and create high-quality digital content and platforms that support teaching and learning. Today, strengthening digital competencies necessarily entails developing competencies related to Artificial Intelligence. Students and teachers are already using AI; therefore, it is essential to ensure they possess the knowledge and skills to use it critically, ethically, responsibly, and safely. The roadmap also recommends developing a national framework for AI and new technologies in education.
At the same time, AI offers Kosovo an opportunity to accelerate its development—including the modernization of its education system—by leapfrogging certain stages of progress.
With the establishment of the Ministry of Digitalization and Public Administration—and with KREN now operating under its umbrella—institutional capacity has been created to support the Ministry of Education with infrastructure, systems, technological architecture, and digital expertise.
The focus of the digital transformation in education should not be technology itself, but rather the student and the teacher. The goal is for technology to help build an education system that is of higher quality and more inclusive, while preparing our young people for the future.
