Today, at the Ministerial Panel of the Western Balkans Digital Summit 2026, during the discussion on “Digital Identity, AI and Proactive Public Services”, Minister Lulëzon Jagxhiu presented Kosovo’s progress in digital transformation and the next steps towards more efficient governance that is more responsive to citizens’ needs.
The Minister emphasized that Kosovo has already established a strong digital foundation. The eKosova platform offers over 330 services and has more than 1.2 million registered users, while the interoperability platform enables data exchange between institutions. The development of eKosova 2.0, which is already progressing, aims to add 400 new services and integrate new functionalities, including those powered by artificial intelligence.
According to the Minister, digital transformation is not measured solely by the number of online services. Jagxhiu stated that work on life-event services seeks to ensure that citizens do not have to interact with multiple institutions to access services related to a particular life event. The aim is to provide integrated, proactive and personalised services centred on citizens and their needs, regardless of the organisational structures and responsibilities of the institutions that own those services.
Another important step is the national electronic identification platform, which will enable secure authentication, electronic signatures and a digital wallet, strengthening the foundations of trust in digital transactions and interactions. In parallel, investments are being made in data governance infrastructure, secure data exchange and the creation of conditions for the wider use of artificial intelligence in public administration, he said. Minister Jagxhiu stated that the objective is clear: to go beyond putting services online and make governance simpler, more efficient and more responsive to citizens. This requires reliable technology, cybersecurity and the responsible use of artificial intelligence.
