Rationalization is a key objective of the Public Administration Reform, as outlined in the Public Administration Reform Strategy (PARS) 2022–2027, the National Development Strategy, and the reform agenda agreed upon by the Government of the Republic of Kosovo and the European Commission.
As part of efforts to improve the organization of public administration and strengthen institutional coordination, a two-day workshop on agency rationalization was held with the support of OECD/SIGMA.
During the workshop, the working group, together with representatives from the ministries involved in this phase, reviewed data and analyses concerning the relevant institutions. This information provided a more detailed overview of the current situation and helped define the steps needed to finalize the rationalization process.
The analyses were conducted in accordance with the Law on the Organization and Functioning of State Administration and Independent Agencies (LOFASHAP) and the requirements of the European Union acquis. Additionally, practices from EU countries were presented to serve as a reference for evaluating rationalization options and adapting them to the context of Kosovo.
The workshop contributed to advancing this process through the exchange of data, analyses, and institutional practices, with the aim of identifying the most suitable solutions and finalizing this phase of the reform.
