The workshop for the drafting of the Action Plan of the Cybersecurity Strategy 2026–2027 was held!
Cybersecurity is not built only with technology. It requires strategic vision, clear policies, professional
capacities and, above all, close cooperation between institutions and partners. The Minister of
Digitalization and Public Administration, Lulëzon Jagxhiu, opened today the two-day workshop for
the drafting of the Action Plan of the Cybersecurity Strategy 2026–2027, organized by the Ministry of
Digitalization and Public Administration with the support of LuxDev. In his speech, Minister Jagxhiu
emphasized that the Cybersecurity Strategy, approved in October 2023, remains the guiding document
for the development of this field. He underlined that so far about 66% of the strategy’s activities have
been fully or partially implemented, demonstrating the commitment of institutions to its
implementation. The Minister assessed that rapid technological developments, including Artificial
Intelligence, are creating new opportunities, but also challenges that require a coordinated response
and strategic planning. He emphasized that the transfer of responsibilities for cybersecurity to the
Ministry of Digitalization and Public Administration creates an important opportunity to intensify
institutional focus and accelerate the implementation of priorities in this area. During the workshop,
the progress made so far in the implementation of the Strategy will be assessed, the activities that
need to be completed by the end of its period will be identified, and the priorities that will guide
investments and planning for the following period will be determined. It was also announced that at
the beginning of next year, the process of drafting the new Cybersecurity Strategy will begin, with the
aim of further strengthening state capacities and increasing Kosovo’s resistance to cyber threats.
