Department of Standards and Policies for Engineering and Management of
Government Buildings

This department leads the planning, development and management of government
building infrastructure, drafting technical standards and policies that ensure efficient
use, sustainable maintenance and strategic development of public assets.

The duties and responsibilities of the Department of Standards and Policies for Engineering
and Management of Government Buildings are:
To lead planning policies in the field of infrastructure of government buildings in
accordance with the Law on Spatial Planning, the Law on Construction and other laws in
force in the Republic of Kosovo;

  • To draft strategies for the implementation of state priorities in the field of government
    building infrastructure;
  • To lead the implementation of strategies in the field of construction infrastructure, in
    accordance with the Law on Construction and other laws in force in the Republic of Kosovo;
  • To manage the entire infrastructure of government buildings inside and outside the
    territory of the Republic of Kosovo;
  • To draft and implement technical standards on the forms of use of government buildings
    by the relevant institutions and deals with the processing, regulation, systematization and
    storage, archiving of infrastructure projects of government buildings of the RKS.

The following divisions are included within this department:

  • Division of Planning and Standards;
  • Division of Project Management;
  • Division for the Management of Government Buildings.
    Mr. Sundim Selmanaj (Graduate Mechanical Engineer) – Acting Director of the Department
    for Standards and Policies of Engineering and Management of Government Buildings
    The number of employees at the DSPEMGF is sixty-eight (68).
  • Division of Planning and Standards – DPS;
  • The duties and responsibilities of the Division of Planning and Standards are as follows:
  • To determine applicable rules, norms, standards and instruments, as well as guide
    procedures for existing and future use and development, conditions for the needs of ministries
    and government offices, both domestically and abroad;
  • To lead planning and standardization policies for state assets and carries out the
    processing, regulation, systematization and preservation, archiving of infrastructure projects
    and government buildings;
  • To coordinate activities related to the management of Government assets and through
    actions within the department;
  • To prepare technical documentation and basic rules for planning activities related to the
    design, construction and management of government buildings within and outside the
    territory of the Republic of Kosovo;
  • To determine the necessary guidelines and standards for planning, design, reconstruction,
    construction and management of government assets;
  • To collect , process and complete development documentation, in accordance with the
    Law on Spatial Planning, the Law on Construction and the by-laws deriving from it;
  • To deal with planning based on the needs of the requesting units regarding the concept of
    solutions and contents of design programs;
  • To draft and implement design program standards and performs the processing, regulation, systematization, storage, and archiving of infrastructure and government building projects.

Division of Project Management – DPM;

  • To manage projects, including the planning, organizing, leading and controlling of
    investment projects;
  • To study the feasibility of the project, reflecting the results based on the report, costs and
    effects;
  • To manage all capital projects related to the construction, renovation or adaptation of
    government buildings of the Republic of Kosovo, in compliance with the legislation in force
    in the Republic of Kosovo;
  • To manage capital investment projects for government buildings of the Republic of
    Kosovo and perform the processing, regulation, systematization, storage, and archiving of
    infrastructure projects and government buildings.

Division for the Management of Government Buildings – DMGB.

  • To collect , update and archive the technical documentation necessary for the database on
    property, buildings, equipment and systems installed in government buildings;
  • To plan and implement the maintenance of government buildings and perform the
    processing, regulation, systematization and storage, archiving of infrastructure projects and
    government buildings.
  • To monitor the implementation of plans for the management and administration of
    regular maintenance of systems and equipment;
  • To provide professional advice to building users in the application of regulations for the
    management and administration of government buildings in terms of technical maintenance.
