Department of Budget and Finance

The duties and responsibilities of the Department of Budget and Finance are:

• Manages and oversees the budget planning and financial forecasting process
  in coordination with the administrative units of the Ministry and monitors its implementation in
  continuity;
• Prepares budget proposals and the Medium Term Expenditure Framework in coordination
  with the administrative units of the Ministry, carries out budget planning for all
  programs of the Ministry, as well as assists the administrative units of the Ministry and agencies
  in the preparation of the Medium-Term Expenditure Framework and budget requests;
• Prepares budget proposals during the budget review process, based on
  in requests from requesting units for reallocation of funds from one economic category to another
  another category, according to the laws in force;
• Ensures that budgetary and financial expenditures and movements are made in accordance with
  public finance management rules and procedures;
• Prepares and monitors cash flow, accounts, transactions and other parameters
  financial, which show the financial performance of the Ministry;
• Reports on cash reserves and ensures that internal financial control is in place.

• Prepares the Ministry’s final financial statements;
• Reports on budget execution periodically; and
• In cooperation with administrative units, it designs new policies.
  The Director of the Department of Budget and Finance reports to the Secretary General.
  The following divisions are part of the Department of Budget and Finance:
• Budget Planning and Monitoring Division; and
• Budget Execution and Reporting Division.

The Director of the Department of Budget and Finance is also the Chief Officer.
