Department for the Management of Public Officials has a mission to ensure efficient,
fair, accountable and professional management, based on merit, integrity and sustainable administration in quality service to the citizens and institutions of the Republic of
Kosovo.

The duties and responsibilities of the Department for the Management of Public
Officials are:

  • To propose and monitor the implementation of salary policies for public officials;
  • To prepare opinions on draft acts proposed by other institutions, as regards
    employment relations of public officials and internal organization;
  • To approve and monitor the implementation of training programs for civil servants;
    Together with the Ministry of Finance, it represents the Government in negotiations
    and consultations on the general working conditions of public officials with trade
    unions and representatives of public officials;
  • To request from the institutions of the Republic of Kosovo any information necessary
    for the fulfilment of the Department's responsibilities;
  • To administer and maintain the Human Resources Management Information System
    (HRMIS);
  • To support and advise institutions in implementing the law on public officials;
  • To draft and approve general instructions and manuals to ensure the unified
    implementation of legislation for public officials;
  • To draft policies for the engagement of interns in public administration;
  • To draft the general personnel plan;
  • To organize admission procedures for state administration institutions according to plan in accordance with the Law on Public Officials;
  • To prepare and publish the annual report on human resources management.
  • To provide comments on draft acts of internal organization and preparing
    preliminary approval for the Minister for the internal organization of state
    administration institutions, while providing advisory opinions on the internal
    organization of other institutions upon request.
  • To establish the Restructuring Committee, and issue the decision for transfer as a
    result of restructuring for civil servants in state administration institutions.
  • To establish the Admissions Committee for professional and specialist category
    positions.
  • To appoint candidates in the professional, specialist, low and high management
    categories, as well as extend the mandate for the low and middle management
    categories according to the proposal of the direct supervisor.
  • To exercise any other powers granted by law.

Department for Management of Public Officials consists of the following divisions:

  • Division of Salary Policies and Development of Functional Structures;
  • Division of Human Resources Policies and Capacity Development in Public
    Administration;
  • Division of the Recruitment Development;
  • Division for Administration of the Human Resources Management Information
    System.
